Contracting firms with looming court cases over abandoned, non execution of contracts in Mezam

A documented list of seemingly abandoned projects in Mezam division


According to information gathered by MNews237, these are contracting companies, contractors, who won bids to execute key community projects under the Public Investment Budget in Mezam division and later abandoned for unjustifiable reasons.

The failure of these contractors to deliver on these crucial projects after they've been fully or partially engaged financially, have dealt a severe blow to the beneficiary communities, depriving them from the luxury of enjoying these facilities

Before taking a look at some of these projects, some of which dates back as far as 2017, it's imperative to note that public investment projects are programmes designed to have a direct impact on the beneficiary community.

Top on our list is WILLEX TRADING, that won the 2019, Fcfa100,000,000 project for the Rural electrification of Dzah Village in Bamenda III sub division. Our findings have it that, the contractor received fcfa 20,000,000 and abandoned the project when it was just at 14.5% physical realization.

Information we further gathered from PIB Mezam follow-up Committee suggested that  a series of extension deadlines was handed to WILLEX TRADING to finish the job but it didn't .The contractor's phone number finally went cold and the case handed to the North West groupement for interception of the contractor, who as at press time, has not been seen to answer questions relating to the project.


Though the contract was later re-engaged and executed by another contractor, the case file of WILLEX TRADING whom we were reliably informed, still executes contracts in other parts of cameroon, has been transmitted before the competent state counsel and will be charged for misappropriation, if found guilty . 

Next on our list is a 2017 road project that had to do with the 'Rehabilitation of the Cow Boy Junction - Former CUB road stretch in Bamenda, and the concrete tarring of the street from Ecole de Champion through city Mayor street - Admiralty Junction at up Station bamenda. Both the rehabilitation and control was budgeted for over fcfa 540million. The last Information we gathered indicated that the contractor had taken a commitment to complete the project by the 30th of July of last year and later halted because of the rains. But after the rains, no concrete work was and has been done at the project site, leaving execution rate at just 45%, studies included . The case has been transmitted to the Mezam state counsel.

In Santa sub division, there was a fcfa 15,000,000 credit card, allocated for the extension of electricity with three phase transformer station at kongmefuh. The contract awarded to ELOHIM INVESTMENT), MNews237 gathered, was fully engaged financially while the contract was realized and abandoned at just 10%. The contracting firm, we can reliably say has been convoked by the state counsel.

Another abandoned project is a 60,000,000frs 2023 punctual credit for the Construction of a Multifunctional Centre for the Promotion of Youths in Tubah Sub division. Won by a contracting firm called CYPROCAM, works had been realized at 98% with the contractor promising to conclude and hand the project on may 20th of last year 2025. That hasn't been the case and the firm is likely to answer before the competent state counsel.

Still in the Tubah council area, there are about 4 projects awarded to a certain 'ACC ltd' in 2024, which have not been fully executed till this day. They include:

- Construction of water tank catchments and extension of water in Bambili village amounting to over 44,000,000, with an 87% physical realization rate,

- Extension of Electricity to Nchuken quarters in Tubah Council Areas, worth fcfa 25,000,000 with an 85% realization rate,

- Extension of electricity to Ngophana Community worth fcfa 25,000,000 as well. Still at 88% physical realization,

- And a fcfa 65,000,000 road maintenance project that has to do with the grading of road from door market chau, Tahnobuh, Allumbieh(3.9km) and grading. This project has been executed at 65% with an engagement taken to deliver the project by the 31st of Oct of 2025 by ACC ltd, . It hasn't been completed as at January 15 of 2025.

It appears ACC ltd had asked to be given the 17 of September of 2025 to complete the first three projects and still didn't deliver on his words. The matter has been referred to the state counsel for examination.



The Bamenda I council is also on the list a project to construct a fence at the Atogolah field in bamendakwe. Awarded to the tune fcfa 65,000,000, the project since 2024 is at 85% physical execution rate. The Contractor had engaged to finish the project by September 15 of last year but has failed to deliver. The state counsel by our findings will be looking at those file as well.

At the 4th quarter participatory follow-up Committee stakeholders meeting to evaluate 2025 programs that took place in Bamenda on January 15, some of stakeholders cited "bad faith" on the part of some of these contractors for not delivering on their projects.

Even though, the prolonged lockdowns, lack of payment of contractors bills on time by the treasury and absence of finishing materials, have been cited as reasons for low execution rate of projects, some project owners and contractors have also been blamed for using insecurity too often, to account for their failures.
