Menchum follow up committee evaluates level of implementation of 2025 PIB projects in the division
Committee Members charged with the follow up of public investment projects in Menchum division have taken a good number of recommendations intended to speed up work and guarantee a smooth execution of projects in the division.
The resolutions aimed at ensuring that all what is granted mechum from the 2025 project log book is executed to satisfy the needs of the population were arrived at Friday July 18, at a participatory follow up meeting bringing together stakeholders of the execution chain.
Top amongst the recommendations, is the need for all contractors to henceforth, ensure that they accompany their tender documents with an execution plan.
The absence of this vital document in some of the contractors file plus the non payment of contractors by the state treasury were identified as major drawbacks of project realizations in Mechum, as explained by the Vice President of the follow-up committee Kum Chu Chrisantus, and the Menchum Divisional Delegate of the Economy, Planning and Regional Development Ministry, Adzemye Eunice.
".. some of the things that are slowing the execution process is the absence of the execution plan which the contractors are suppose to discuss it out with the control engineers. It's very important because that's what specifies exactly what the project is, the execution process and the outcome.." Kum Chu Chrisantus.
".. Most of the projects under water and energy haven't started because of the absence of the execution plan from the contractors' files. This has greatly affected the execution rate, reason why we are recommending for the engineer who is the delegate for water and energy to help them in this regard" Adzemye Eunice
The Vice chair of the committee also pointed out that the non payment of some contractors also accounts for the poor realisation.
"The financial resources are not there, so we cannot also push the contractors to do a hundred percent job when he has not recovered up to fifty percent of what he has exhausted". he added
Menchum division for 2025 has a total of 54 projects spread across the four council areas of Benakuma, Furu Awa, Wum and Zhoa, amounting to over 1.5billion for 2025
As at this July, the divisonal delegate of minepat Menchum Adzemye Eunice estimates physical realization at just 40%.
While the vice chair expressed satisfaction with the quality of work that was being carried out in these council areas, he fears the bad roads to Wum and insecurity may hamper the 100% realization rate they are currently gunning for by the end of the year.
" We can expect something near 100% but not up to 100. There's difficulties in transporting materials with the bad state of the roads and also insecurity. For the supply projects we can realize up to that percentage but for those who can't, we might be force to push them next year" the vp added.
The follow up committee also sought solutions to projects as far back as 2018 which have not be executed, frowning at some contractors who have collected monies and are still to do their job.
They also made a plea for the local authorities like the mayors to ensure that all projects realized are priority projects that reflect the needs and aspirations of the people, and should benefit their communities, not those that are politically motivated.
"We have the case of the guest house in Wum and the slaughter house, which up till date , the public are unable to make use of the facilities because the mayor of Wum says the guest house hasn't been equipped. He should look into it and see how these projects can be put into use and benefit the population", the dd minepat Menchum boss noted.
